A driveway cut into a slope leaves a bank of soil beside the pavement. A retaining wall holds that bank back and keeps the soil off the drive. Where a drive is built up above the yard, a wall can hold up its low side.
Block units are made to matching sizes, so they stack in straight, even courses. Stone comes in natural shapes, and each piece is set to fit the ones around it. Either way, the soil behind the wall goes back in compacted layers.
When a new drive goes in beside a wall, we can build both. We pave asphalt driveways and pour concrete driveways. Where the wall holds up the drive, the wall and its backfill go in before the base for the drive.
Rain that soaks the soil behind a wall adds water pressure to the weight of the soil. Dixon's retaining wall handout calls for drains behind permitted walls to relieve that pressure. It names a 4-inch perforated drain line and a 12-inch gravel pocket.
NOAA normals for Davis, a few miles north, put 84 percent of the year's rain between November and March. Dixon also has expansive clay in places. It swells when wet, and NRCS says water moves through it slowly.
Our walls get drain rock behind them and perforated pipe along the base, with outlets to carry the water out. A concrete masonry trade group's guide for block walls calls for an outlet at least every 50 feet. It also advises against pea gravel, a round single-size stone, for the gravel fill.
Section 105.2 of the California Building Code exempts a retaining wall 4 feet tall or less from a building permit. The height runs from the bottom of the footing to the top of the wall. A wall that stands 3.5 feet above the ground on a footing 1 foot deep measures 4.5 feet. That wall needs a permit.
The exemption ends when the wall supports a surcharge, an added load on the soil it holds back. Dixon's handout counts sloping soil above the wall as one. Within 10 feet of a slope of 20 percent or more, Dixon drops the limit to 30 inches.
Dixon's Building Division and Planning Division have separate requirements for retaining walls. Work in the public right-of-way takes a separate encroachment permit from the Engineering Department. The building office for your address answers the permit question, and we point you there before the wall goes in.
