NRCS soil maps show San Joaquin soils as the main soil on about 81 percent of Elk Grove. That covers Old Town and neighborhoods from Laguna West to Sheldon. About 42 percent of the city is mapped as leveled ground with slopes of 1 percent or less. Another 6 percent is Redding gravelly loam, which has a hardpan about 22 inches down.
San Joaquin soil has a dense clay layer about two feet down, with a cemented hardpan just below it. The NRCS rates water movement through it as very slow, so water that soaks in can sit on the hardpan. For local roads and streets, the NRCS rates it somewhat limited and names shrink-swell as the reason. For shallow digging, it rates the soil very limited because of that cemented pan.
On ground this flat, a small slope does the work. The city's lot grading standards set a 1 percent minimum slope for asphalt, about an inch every 8 feet. Before we pave, we shape the grade so water sheds off, then build the base in compacted lifts. Where a yard holds water, grading and drainage work comes first.
Census estimates count about 57,000 homes in Elk Grove. About 37 percent were built from 2000 to 2009, and 27 percent in the 1990s. Fewer than one in ten went up before 1980. Detached houses make up 86 percent, and a street built in one stretch has driveways of about the same age.
An asphalt driveway laid in 2005 has now seen about 20 winters. Over time the surface fades to gray, and small cracks open. Those cracks let rain reach the base. Once the base goes soft, the surface breaks into an alligator pattern.

In residential neighborhoods, the form calls for door hangers about seven days ahead of the work. The permit covers the right-of-way only, so other rules can still apply on your side of the line.

Along Sheldon Road, the city zones some lots for 2 acres or more, and drives there can run long. In rural areas zoned for lots that size, the city's standards allow open roadside ditches. A drive that crosses one needs a culvert at least 12 inches across, made of reinforced concrete pipe. Where a drive meets a street without curbs or sidewalks, city standards call for paving that keeps dust down.
