Rural Road Paving for Solano and Yolo Farm Country

Farm and orchard roads see heavy trucks, most of all at harvest. The base under the asphalt carries that weight, so we build it from base rock in compacted lifts. Its depth follows the loads the road will see, fire engines included. In the Vacaville Fire Protection District, fire rules ask for a home driveway surface that holds 75,000 pounds.

Most of the year's rain falls from November to March. Some farm ground around Dixon is expansive clay that cracks when dry and swells when wet. Water that sits in the base softens it. We grade each road with a crown, so rain sheds to the sides.

Route shaping fixes the layout itself. We can ease a tight turn for a truck and trailer, or fill a dip that holds water.

Who Pays to Pave and Maintain a Shared Private Road?

California Civil Code section 845 says the owners of a private road easement must keep it in repair. When several owners share the road, an agreement between them sets each share. Without one, the law splits the repair cost by how much each owner uses the road. Solano County requires a new subdivision on a private road to record a road maintenance agreement for all lot owners.

The law speaks of repair, and first-time paving is a bigger step. Get each owner's share in writing before the work starts. One written quote for the whole road gives every owner the same scope to split. A real estate lawyer can answer questions about your road maintenance agreement.

Write the upkeep into the same agreement. In Solano County, the encroachment permit leaves upkeep of the connection at the county road to the permit holder. Cracks sealed before winter keep rain out of the base, and potholes patched early stay small. When the surface wears thin over a sound base, asphalt resurfacing can renew it.

How much does private road paving cost?

How thick should the asphalt be on a private road?
It depends on what drives on it. A road that carries loaded farm trucks needs more base and more asphalt than a drive used by cars. For new development, Solano County's private road standard calls for 8 inches of compacted aggregate base. We set the thickness after we see the road and how you use it.
Does a long private road need turnouts?
When land on a private road is split or developed, Solano County's road standards apply. For one to four parcels, they call for a turnout every 300 feet on a road over 300 feet long. Each turnout is 60 feet long and 8 feet wide. Fire districts can add rules of their own, so ask yours before the base goes in.
Do we need a permit to pave a private road?
Solano County's list of work exempt from a building permit includes driveways at ground level. Where your road meets a county road, state law calls the connection an encroachment. The county issues the encroachment permit, or Caltrans does on a state highway such as Highway 113. Grading permits depend on how much soil moves and how much ground is disturbed, so ask the county first.
Will 811 mark the water and power lines on our land?
811 alerts the utilities, and each one marks its own lines. USA North 811 says private lines, such as irrigation or a power line out to a shed, are not marked. California law has whoever does the digging call 811 at least two working days ahead. Show us where your private lines run before work starts.
Can an old paved road be repaired instead of replaced?
Often, yes. Cracks and potholes in a sound road can take pothole repair and crack sealing. Alligator cracking usually means the base under that spot has failed, so that stretch gets cut out and rebuilt. We look at the whole road, and the written quote spells out what each stretch needs.
