Census tract estimates show how the age of homes shifts across town. Near downtown and along the western stretch of Alamo Drive, most homes went up before 1970. Along Browns Valley Parkway, and on Alamo Drive near Peabody Road, about half date from the 1980s. On the east side, along Elmira Road and Leisure Town Road, about a third were built in 2010 or later.
The base under the driveway decides the fix. When that base is still sound, asphalt resurfacing lays a new surface over it. Cracks in a web pattern and soft spots point to a failed base. Those sections come out, and the base gets rebuilt before new asphalt goes down.
In the federal soil survey, a clay loam and a silty clay loam cover the most ground in Vacaville. The survey rates both very limited for local roads and streets. Shrink-swell and low strength are the reasons it gives. For the silty clay loam, which lies dead flat, it adds ponding and flooding.
Hillside soils cover about 9 percent of the city, mostly in the hills on the west side. The rest is flat valley floor, where rain sits until a grade moves it. Pavement on either one needs a firm base and a grade that sheds water. On a flat lot, grading and drainage work often comes before any asphalt.
All of Vacaville sits inside the Ulatis watershed, the Solano County Water Agency notes. Ulatis Creek and Alamo Creek carry the runoff through town in flood control channels. The agency adds that less open ground makes urban flooding worse. Where a new driveway sends its water matters.
NOAA normals for the Vacaville weather station show about 25.6 inches of rain a year. About 16 inches of it falls from December through February. July highs average 97 degrees, with about 28 days a year at 100 or hotter. That heat softens asphalt, and the winter rain works into any open crack.
Under Vacaville's code, the owner of a lot maintains and repairs the sidewalk area in front of it. That area runs from the edge of the street pavement to the property line. Curbs and gutters count, and the repair duty covers the driveway where it crosses that strip. The code ties that repair work to an encroachment permit from Public Works (Municipal Code Chapter 12.30).

Grading has its own rule. Vacaville requires a grading permit for most grading (Municipal Code 14.19.242.010). Its exemptions for small cuts and fills stop at 50 cubic yards.
Outside city limits, Solano County Public Works issues encroachment permits for county roads. Its standard conditions cover the driveway connection itself. They call for 2 inches of asphalt over 6 inches of aggregate base, or 5 inches of concrete. Any culvert under that driveway must be at least 15 inches across.
About one in seven Vacaville homes is in a building with five or more units, according to the Census. Their lots, like those at churches and shops, fall under the city's parking code. That code says lots must always be kept in good repair, with striping that follows city standards (Municipal Code 14.09.230.080). We resurface and restripe lots in phases so the business stays open.
Past the city limits, Pleasants Valley Road and English Hills Road run through unincorporated Solano County. The soil survey maps clay along parts of both, on slopes up to 30 percent. A long drive or shared road there needs a crowned surface and a path for water. We build gravel driveways and pave private roads, and we see the road before we write the quote.
New rural home sites can face fire access rules too. A Solano County handout applies the fire code as the Vacaville Fire Protection District adopted it. It calls for a driveway surface built to support 75,000 pounds and a grade of 12 percent at most. Ask the district before the base goes in.
