Is Your Vallejo Driveway as Old as the House?

Mare Island was the first naval station on the West Coast, open from 1854 to 1996. Vallejo grew into a shipping and Navy town, and its housing shows that age. The Census counts about 3 in 10 homes here built before 1960, and about 1 in 10 before 1940.

In the Architectural Heritage District, the city says many Victorian homes date from the 1850s. Newer homes went up in Northgate and Hiddenbrooke. Even so, only about 2 percent of Vallejo homes date from 2010 or later.

On an older drive, the base decides the job. When the base is sound and the damage is on top, asphalt resurfacing puts a new surface over it. Vallejo's Hills: Clay Over Soft Rock

On the NRCS soil survey, the most common soils in Vallejo are the Dibble and Los Osos clay loams. They cover the hills along Columbus Parkway and around Glen Cove, on slopes up to 50 percent. Soft shale or sandstone sits about 20 to 30 inches down.

The clay subsoil rates high for shrink and swell. It swells with the winter rain and shrinks as it dries in summer. On a sloped drive, runoff also chases every crack downhill. We shape the grade so water sheds off the surface and away from the base.

The city's guidelines for adding a second driveway cap its grade at 15 percent onto a residential street. Onto an arterial or a state highway, the cap is 10 percent. Steep cuts often call for retaining walls, which Vallejo's encroachment rules keep on the property line or private land. A large cut or fill can also need a city grading permit under Chapter 12.40.

Waterfront Fill and Wet Clay Flats

A lot of Vallejo's waterfront is made land. The Vallejo Flood and Wastewater District says fill narrowed the Napa River channel between Mare Island and the city. On the Vallejo side alone, it added nearly 500 acres. Sonoma Boulevard between Curtola Parkway and Lemon Street sits on river mud dredged and pumped in starting in 1913.

On Mare Island, the soil survey maps fill and reclaimed salt marsh. The city's excavation sheet adds a state rule there. Where the Department of Toxic Substances Control has not cleared the ground, digging over 6 cubic feet takes its permit.

The district says many homes near Lake Dalwigk need sump pumps, and so do parts of the historic downtown. The flats crossed by Tennessee Street and Georgia Street carry a lot of Clear Lake clay, which drains poorly. Ground like this needs the water moved off before any base goes down, so grading and drainage comes first. If the work changes a storm drain connection, the district's engineering department reviews the plans.

Who Fixes the Driveway Approach in Vallejo?

The driveway approach is where your drive meets the street. In Vallejo, replacing an approach or the sidewalk beside it takes a city sidewalk permit under Chapter 10.04. The city's permit sheet says it does not install or repair approaches for property owners. That work falls to the owner, who can do it or hire it out.

A city inspector checks the job before the concrete is poured, and again at the end. The work follows the city's standard drawings. We build concrete driveway approaches to those drawings and tie new asphalt drives into them.

The city's second-driveway sheet adds two rules for the front of a lot. Vehicles may park only on concrete, asphalt or brick paving.
